Public Hearing for Lebanon Project 40794

The proposed construction of a roundabout to replace a four-leg intersection will be discussed.

Under NH RSA 230:14 and Public Law 100-17 (Surface Transportation and Uniform Relocation Assistance Act of 1987), a public hearing has been set to discuss the proposal that will involve the construction of a roundabout to replace a four-leg intersection. The improvements will increase safety, and capacity and address the operational deficiencies at the intersection of Mascoma Street, High Street, and Mechanic Street. This project may impact historical properties.

The hearing will be held at:

LEBANON CITY HALL,
51 N PARK STREET
LEBANON, NH
on
THURSDAY, MAY 18, 2023 at 6:00 PM.

The venue will be open at 5:30 pm for the inspection of plans by any interested persons.

On April 12, 2023, the Governor and Executive Council approved the petition of the NH Department of Transportation to convene a public hearing to determine whether there is an occasion for the laying out of this project and acquiring necessary rights-of-way. A Commission of Three Persons was appointed to conduct the hearing and its members are Devin Wilkie, Wendy Piper, and Karen Liot Hill.

This Notice of Public Hearing contains the date, time, and location of the hearing for the petitioners, the owners of land over which the road may pass, and all others interested.  No less than fourteen days before the hearing, this notice will be posted in at least two public places in Lebanon, and a copy will be left with the City Clerk of Lebanon.  Interested landowners, local officials, and highway users are invited to attend the hearing and will have the opportunity to express their comments relative to the project.  Audio of the hearing will be recorded.

Maps, plans, environmental studies, and other pertinent information developed for the Department, along with written reports received because of the coordination with other agencies, are available at the Department of Transportation at the John O. Morton Building, 7 Hazen Drive, Concord, New Hampshire for inspection and copying.  Please call Julie Avenant, Project Manager, at (603) 271-7866 in advance for an appointment.
Written statements and other exhibits may be submitted to the Chairman of the Commission, c/o William Oldenburg, Director of Project Development, NH Department of Transportation, PO Box 483, Concord, NH 03302-0483 up to the date of the hearing for inclusion in the official record.
