NH AIM Program Requirements

  • Eligible airport sponsors will complete a pre-application form supplied by the Bureau.
  • The Bureau will prioritize proposed projects based on project ranking and anticipated funding availability.
  • The Bureau will present the list of projects recommended for funding to the New Hampshire Aviation Users Advisory Board (AUAB) for review and comment
  • The Bureau will notify the successful applicants in writing of the intent to award funding assistance for the selected project(s).
  • The Bureau will schedule a scoping meeting to determine project eligibility requirements, work tasks, probability for funding, and preliminary project schedule.
  • These applicants will proceed with the preliminary project tasks to obtain negotiated fee proposals, quotes, or construction bids then submit a grant application on form(s) supplied by the Bureau.
  • The Bureau will issue a grant offer, pending funding availability to the selected applicants.
  • The terms of this grant offer are non-negotiable.
  • The grant offer terms require the airport sponsor to carry a policy during for comprehensive general liability insurance coverage the life of the project in the following amounts (amounts are subject to change):
    • $50,000 coverage per occurrence and in the aggregate for projects with a maximum value of $50,000
    • $100,000 coverage per occurrence and in the aggregate for projects with a maximum value of $100,000
    • $1,000,000 coverage per occurrence and $2,000,000 in the aggregate for projects with maximum project value of $100,001 and greater
  • The grant offer terms include a minimum usable life for each project as follows:
    • 2 years: all turf repairs
    • 3 years: all pavement maintenance projects
    • 10 years: all snow-removal and mowing equipment
    • 20 years: all new pavement and pavement rehabilitation projects and all lighting projects
    • 40 years: all building projects
    • For the life of the airport: all property acquisitions and obstruction removals
  • The Bureau will notify the successful applicants of the outcome of Governor & Council's review of their project(s), and if approved, the Bureau will issue a Notice to Proceed to the airport sponsor in writing.
  • The airport sponsor must submit a request for partial grant reimbursements at least once every 12 months until the project is closed out.
  • The airport sponsor is may need to hire specialist(s) to assist with their project design or implementation. The Bureau will determine at the scoping meeting the eligibility and scope of these efforts.
  • The Bureau must participate in a final inspection meeting at the airport to observe the deliverable(s) of the project(s) to ensure the objective of the project(s) has been met.

Note: The grant offer terms include a provision to repay the Bureau the prorated share remaining on the usable life of funded improvements if the airport ceases to be a public-use airport during the minimum usable life of the project. Additionally, the airport sponsor will have up to 36 months to complete their project(s) following the date of New Hampshire Governor & Council approval of the grant offer.
